Saving Lives on Uganda's Roads

The Uganda Professional Drivers Network (UPDN), in partnership with the Private Sector Foundation and key stakeholders including Maritime Cargo and SafeBoda, launched the Tofiira Ku Kkubo Road Safety Awareness Campaign, with the slogan “Care to Reach Alive.” This initiative aims to promote safe road user behaviors, safe driving habits, and save lives on Uganda’s roads. Launched in November 2022 during the UN World Day of Remembrance for victims of road traffic crashes, the campaign’s implementation began in 2024 and will run for five years, until 2028.

Why the Campaign?

Road crashes are a major threat to Uganda’s population, claiming an average of 12 lives daily. Shockingly, over 60% of these fatalities involve young people under 35, highlighting the need for immediate action. The Tofiira Ku Kkubo campaign seeks to address this critical issue through a multi-faceted approach. Campaign Goals and Objectives The campaign’s overall goal is to reduce road fatalities and injuries among young people by 20% by December 2025 and 50% by December 2028. To achieve this, the campaign focuses on engaging young people in road safety matters, providing them with training, and involving them in road safety issues.

Key activities include:

  • A comprehensive road safety media awareness program to educate the public on safe driving practices
  • A Passenger Service Vehicle (PSV) Ambassador Programme to promote safe driving habits among professional drivers
  • Road safety caravans for community awareness, targeting high-risk locations and vulnerable road users
  • Speed limit regulation popularization to encourage adherence to safe speeds
  • Helmet act advocacy to promote helmet use and reduce head injuries

Key Aspects of the Campaign

The Tofiira Ku Kkubo campaign is built on three pillars:

  1. Road Safety Awareness: Educating the public on safe driving practices and the importance of road safety
  2. Promoting Safe Driving Habits: Encouraging drivers to adopt professional driving standards and observe speed limits
  3. Community Engagement: Involving various stakeholders, including drivers, cyclists, pedestrians, and policymakers, to create a safer road environment

Progress and Impact

The campaign has already made significant strides, broadcasting road safety messages on Uganda Broadcasting Corporation (UBC) and Star TVs and radio networks, and reaching over 2 million social media users with critical road safety information. By collaborating with organizations like the Global Health Advocacy Incubator and Global Road Safety Partnership, UPDN is working to develop and review road safety laws and policies, organize annual professional driver’s conferences, and provide training and certification programs for heavy goods vehicle drivers and instructors.

Sustainability and Future Plans:  To ensure the long-term sustainability of the campaign, we are working towards establishing a National Road Safety Trust Fund. This fund will provide a stable source of funding for road safety initiatives, enabling us to continue our life-saving work. Additionally, the campaign hosts an annual fundraising dinner to mobilize resources and support from stakeholders, partners, and well-wishers.
